The valid regulations to operate waste incinerators in Germany are defined in the 17. BImSchV. §10 (1) of the 17. BImSchV means: " For measurements to control the emissions or the burning conditions as well as for getting the operating condition values, instruments which are type performance tested and according the newest state of technique have to be used by demanding of the responsible authorities". A measurement instrument has to be type performance tested by TUV with a very intensive type performance test. If this test is passed successfully, the type performance of the instrument is confirmed by publishing in the Joint Ministerial Gazette (GMBl).

In 1997, the patented AMESA system successfully passed a model type performance test carried out by TÜV Rheinland (No.: 936/808017A 12.8.1997) according to the minimum requirements for long-term sampling systems. Therefore AMESA was published in the Joint Ministerial Gazette (GMBl, 13 January 1998, page 10) issued by the Federal Ministry of the Environment, Conservation and Reactor Safety (BMU).
This test formed the basis for the development of the minimum requirements for long-term sampling systems, which were published in the Joint Ministerial Gazette (GMBl, 15 September 1998, page 552) and were notified by the European Union (EU notification 97/26/D).
Still if AMESA does not directly measure the dioxin concentration all other measurement devices, which are included in the system and which are needed to assure a correct sampling, like e.g. volume measurement, isokinetic control, temperature and pressure measurement etc. were tested very intensive. This assure, that the calculated average dioxin concentration over the sampling time is determined correctly. Up to now (2004) AMESA is the only instrument on the market for long-term sampling of dioxins, which passed such a type performance test successfully and which was published in the GMBl.
In 2002, AMESA obtained the TÜV approval according to the TUVdotCom regulations (TUVdotCom-ID: 0011005400).

To obtain such approval in addition to the performance test, we as manufacturer subject ourselves to an annual inspection through auditors of TÜV Immissionsschutz und Energiesysteme GmbH.
This ensures that the actual AMESA systems produced conform to the minimum requirements set for long-term sampling systems.
